Ensuring Continuity of Operations (COOP)

CPS is committed to ensure that Primary Mission Essential Functions (PMEFs) continue to be performed during a wide range of emergencies, including localized acts of nature, accidents and technological or attack-related emergencies. CPS follows a proven five-step process when engaging with all of our clients:

  1. Conduct an in-depth assessment of the agency, organization or community.
  2. Identify the hazards – those that could potentially cause operational interruption, injury or death.
  3. Analyze what has been done about these hazards and if these actions are enough to reduce the damage potential to an acceptable level.
  4. Decide what additional measures need to be taken to reduce harm if an acceptable level has not been met.
  5. Implement findings through plans, training, exercises or policies.

  • Continuity and Disaster Recovery Strategy Development: We develop business continuity plans, including command and control infrastructure, emergency response planning, and escalation procedures for implementation.
  • CPS Development: Codification of continuity strategies into actionable plans, compliant with FEMA and NIST Continuity of Operations Planning (COOP) guidance.
  • CPS Training and Awareness: Development of training exercises and programs to ensure essential personnel have the knowledge and training necessary to effectively perform their roles in the event of plan activation.
  • CPS Testing: Development and implementation of testing exercises, including tabletops, drills, and functional tests for organizations and stakeholders, including impacted communities.
  • Workplace Violence Prevention: Our implementation of workplace violence prevention and training includes policies and procedures; creation of crisis management teams; and workplace violence awareness training.
  • Physical Security Vulnerability Assessments: CPS services include conducting detailed assessments of client’s facilities covering a wide spectrum of security areas including access control, alarm systems, security staff, closed captain television, mail room screening, access or electronic key control, etc.
  • Recovery Efforts: CPS can assist and broker your recovery efforts for efficient resiliency and continuity of your operations.

Training and exercises ensure emergency plans are workable, complete, and understood by those tasked with implementing them. It is essential to train and exercise the people and organizations to be called upon during an emergency. Skills need to be refreshed, refined and learned; roles need to be clearly assigned and embraced. Exercising empowers people to make decisions and mistakes in a safe environment, and to learn from the experience. Our exercises are HSEEP-compliant, and our professionals are HSEEP-certified.

Through our planning phase, CPS has of the expertise in government and corporate planning, training, policies and recovery. We understand Threat Prevention and Security Policy (TPSP) policy in all DHS mission areas and the importance of such policies to ensure COOP.
